eTender

eTender is a premier electronic trading platform and a foundational member of the ProZorro ecosystem in Ukraine. With over a decade of market presence, the company has established itself as a leader in both public and commercial procurement. It operates as part of the E-Tech group of companies, a major player in the Ukrainian IT landscape that also includes E-Docs (document management) and Health24 (medical IT). eTender’s mission is centered on fostering transparency, competition, and efficiency in procurement, moving away from archaic manual processes toward an AI-driven digital future. The company serves a diverse clientele, including massive state-owned enterprises like SC Ukroboronprom and private sector leaders such as Delta Wilmar, positioning it as a versatile and trusted partner across multiple verticals, including logistics, construction, and manufacturing.

The concept for eTender was born in the summer of 2014, emerging from the post-Maidan reform movements in Ukraine which prioritized the elimination of corruption in public spending. Alexander Novokhatskiy, an IT visionary with deep experience at SAP Ukraine and PJSC 'Ukrzaliznytsya', was a key initiator behind the project. By February 2015, the platform officially launched and facilitated its first electronic procurements. Throughout 2015 and 2016, the founding team worked in close collaboration with government reformers and international stakeholders to build the ProZorro architecture, eventually making electronic tendering mandatory for all public sector entities. This early foundation in high-compliance, high-transparency government reform has deeply shaped eTender’s robust security and auditing features.

As a core part of the E-Tech group, eTender has largely grown through strategic internal investment and revenue-based expansion within the rapidly evolving Ukrainian digital market. While specific venture capital rounds like those seen in Silicon Valley are less common for this type of regional infrastructure leader, the platform's parent company, E-Tech, has provided the substantial capital required to scale its technical infrastructure and integrate AI capabilities. In 2019, the merger of E-Tender, E-Docs, and Health24 under the E-Tech Group's management solidified the company’s financial standing, allowing it to invest heavily in next-generation AI assistants and international expansion initiatives. Its market dominance in Ukraine’s multi-billion dollar procurement ecosystem provides a stable and consistent funding base for ongoing R&D.

eTender offers a multi-layered product ecosystem that spans several distinct modules. The 'Public Procurement' module is a fully accredited interface for the ProZorro system, enabling users to participate in government tenders. The 'Commercial Tenders' module is a dedicated SaaS platform for private businesses to run their own sourcing events, complete with e-auctions and supplier vetting. 'ProZorro.Sales' provides a specialized portal for the sale and lease of state and communal property. Furthermore, 'E-Docs' is integrated into the platform to provide comprehensive electronic document management and digital signatures. The recent addition of AI assistants—TenderAdvisor for analytics and TenderCheck for proposal generation—represents the highest tier of their offering, bringing predictive intelligence to the procurement lifecycle.

While eTender is rooted in the Ukrainian market, where it holds a dominant position, it has strategically expanded its footprint both geographically and functionally. The company has moved beyond government procurement to become a major force in the private sector through its commercial procurement modules. Geographically, the launch of international-facing platforms like e-tender.info, which offers services in Euro and targets European SMBs, signals a strong push toward the wider EU market. Localization efforts include multilingual support and alignment with GDPR standards, facilitating partnerships in regions like Moldova and Georgia. The company is actively expanding its partner network, seeking affiliates and consultants to implement its software in new markets across Eastern and Central Europe.

Over the last 18 months, eTender has significantly focused on the integration of generative AI and advanced business intelligence. The launch of the 'AI TenderAdvisor' has been a major milestone, allowing users to automate the complex process of searching and filtering thousands of tender notices based on highly specific business profiles. Another significant addition is 'AI TenderCheck', which utilizes large language models to assist bidders in verifying their documentation against tender requirements, thereby reducing disqualification rates. The platform has also refreshed its BI dashboards to include real-time competitor analysis and spend forecasting. Additionally, enhancements to the 'Freight Transport Tender Platform' have introduced more granular tracking and auction capabilities for logistics-intensive customers.

The culture at eTender is deeply influenced by its origins in anti-corruption reform. There is a strong emphasis on transparency, ethics, and professional integrity. The workplace environment is described as innovative and fast-paced, attracting experts from top-tier firms like SAP and Wolters Kluwer. The company prioritizes continuous professional development, frequently organizing training sessions and webinars for its staff and partners. As part of the larger E-Tech group, eTender fosters a collaborative ecosystem where developers from different sectors (legal, medical, procurement) share best practices. The leadership team, including CEO Vitalii Dikhtiar and E-Tech CEO Ivanna Melnyk, emphasizes a customer-centric philosophy where software updates are often driven directly by user feedback and legislative changes.

eTender has cultivated a massive community of over 7,100 active suppliers and 4,500 buyers, supported by an extensive ecosystem of educational resources. The platform hosts regular webinars and seminars for both procurers and participants, helping them navigate the complexities of procurement law and digital tendering. Through its 'E-consult' legal wing, the company provides expert guidance that fosters a community of highly informed procurement professionals. The company also operates an affiliate program that encourages consultants and business process automation experts to join the ecosystem. This community engagement is further strengthened through active social media presence on LinkedIn and Facebook, where the latest procurement trends, news, and technical tips are shared daily with thousands of followers.
